EASTERN WASHINGTON AREA PETROLEUM PRODUCT DEMAND/SUPPLY
SUMMARY: Existing pipelines from Salt Lake City and Billings, MT have the capacity to supply eastern Washington, including the Spokane area market.
PRODUCTS: Gasoline, distillate (diesel/fuel oils), and aviation fuel.
PRODUCT SUPPLY-DEMAND AREA: Four refining areas (Puget Sound, Billings, Salt Lake City and San Francisco) now compete to supply refined products to the eastern portion of the Pacific Northwest. Eastern Washington State is the competitive interface between refineries in the Rocky Mountains and those on the West Coast.
DEMAND: Consumption of total refined products in eastern Washington State was projected to grow from 66,692 bpd in 1993 to 67,156 bpd in 1995, 68,340 bpd in year 2000, and 69,558 bpd in 2005.
SUPPLY EAST TO WEST:
BILLINGS: Yellowstone pipeline products from Missoula to Spokane come from three Billings area refineries - Conoco, Exxon, and Cenex. Yellowstone Pipeline capacity from Missoula into eastern Washington is 56,000 bpd. In 1995, Yellowstone pipeline transported 28,641 bpd of refined petroleum to Spokane (26,220 bpd and 2,421 bpd to Fairchild AFB).
SALT LAKE CITY: The Chevron Pipeline products can originate either from Salt Lake City refineries (Chevron, Amoco, Flying J, Phillips, Crysen) or from Wyoming refineries (Sinclair and Little America) through the Pioneer pipeline. Capacity from Boise to Pasco is 18,000 bpd.
TOTAL YPL AND CHEVRON PL CAPACITY: 74,000 BPD

About the Yellowstone Pipeline...
Summary: The Yellowstone Pipeline (YPL) runs from
Billings, MT to Moses Lake, WA. The 10 inch refined petroleum
pipeline is 644 miles long. In 1995, a Final EIS (Environmental
Impact Statement) was published on the Yellowstone
Pipelines easement renewal across the Flathead Indian
Reservation. However, this easement was not renewed. Refined
petroleum product is currently trucked and railed around the
Flathead Indian Reservation pending the completion of a new
permitting and EIS process on a reroute.
